I had to call the VA DMV 3 different times and wait on hold for 8-10 minutes each time. Every person told me a different story on what I could/couldn't do. I had to make my best guess from the information, and hope that the person at the DMV was niave/in a good mood when my papers came onto their desk. Insurance was no problem. I'm not sure I could have gotten it done without someone to help me on the VA end. I surely wouldn't have gotten the plates in time; they said it would take 30 days from when they got the paperwork toprocess it, and then they would send the plates via regular mail. I ended up filling out a power of attorney form for my GF's mother, who lives in VA, and the registration paperwork. Then I FedExed the documents(title, insurance, reg. paperwork, power of attorney paperwork, proof I paid tax when I bought the Z in TX, and my SS card) to her mom and she walked into the DMV and they processed it all right then on the spot. She FedExed me back my new plates and title the same day!
